Accommodation and insurance
Accommodation is 8,400 RMB per year for a single room and 6,000 RMB per year for a double room; the insurance fee is 800 RMB per year. The CSC High-level Postgraduate Program notice gives comprehensive medical insurance as CNY 800 per person per year.
Age and language requirements
CSC High-level Postgraduate Program: master's applicants under 35 with a bachelor's degree, doctoral applicants under 40 with a master's degree, HSK Level 4 for Chinese-taught postgraduate programmes, IELTS 6.0 or TOEFL 80 for English-taught programmes. Self-financed: undergraduates 18–30, master's under 35, PhD under 40 at formal enrolment, with HSK6 for Chinese-taught and IELTS 6.0 or TOEFL 80 for English-taught study.
China Link short-term programme
The scholarship application portal is open to applicants all year round (奖学金申请端口对申请人全年开放) and the study period must begin no later than 31 August 2026. General scholars receive CNY 3,000 per month and senior scholars CNY 3,500 per month, with tuition, on-campus accommodation and comprehensive medical insurance covered. Open to full-time students or staff of CSC overseas partner institutions, under 45 for general scholars and under 50 for senior scholars.
Application documents
CSC application form (Type B, agency number 10532), passport valid beyond September 2026, notarized highest diploma and transcripts from undergraduate level onward, study or research plan of at least 1,000 words, two signed recommendation letters from professors or associate professors for postgraduate applicants, Foreigner Physical Examination Form valid six months, and a non-criminal record issued within six months of submission. Arts or design applicants must also submit their own works.
Dual-award restriction
A CSC scholarship holder may not simultaneously hold another scholarship sponsored by local government at any level, a university, or other Chinese authorities; concealment disqualifies the applicant from applying for a CSC scholarship for the following three years.

The CSC High-level Postgraduate Program notice for 2026/2027 states the scholarship covers tuition fee, free university dormitory or an accommodation subsidy, a stipend of CNY 3,000 per month for master's students/general scholars and CNY 3,500 per month for doctoral students/senior scholars, and comprehensive medical insurance of CNY 800 per person per year. (5) The 2026 Chinese Government Scholarship International Summer School notice of 22 May 2026 carries dated sub-project windows (27 July–9 August, 1–14 August, 18 August–1 September and 12–26 October 2026) but states registration is accepted 即日起 from publication with no closing date, and is open only to currently enrolled overseas students and in-service teachers and researchers, not degree-seeking applicants. No 2027/2028 notice of any kind is published. Checked 2 October 2026: five named scholarship entries are displayed. The 2026 High-Level Postgraduate route is master’s/doctoral only; remove bachelor stipend from its coverage summary. No 2027/28 degree intake notice was found.

2026 High-Level Postgraduate Program

Submit CSC Type B with agency 10532 and upload the required file. Hunan University reviews eligibility and contacts qualified applicants with pre-admission. Upload that pre-admission into CSC and submit again. The university recommends candidates to CSC; final awardees are notified by email or phone. Prepare notarized qualification/transcripts, passport, language evidence, research plan of at least 1000 words, two signed academic recommendations, medical and six-month police reports. Art/design applicants add work samples. The notice also tells applicants to print the CSC form, but does not specify mailing it.

Document checklist and upload instructions

Use the document list for your exact program. Prepare these common items, then add any scholarship-specific forms:

  • Identity: passport information page and photograph. Copy your name, birth date and passport number exactly into each application.
  • Education: diploma or official expected-graduation certificate, transcripts and any required degree authentication. Include the original language and certified translations where requested.
  • Language: the required HSK, IELTS, TOEFL or accepted alternative. A medium-of-instruction letter replaces a test only if the program allows it.
  • Academic materials: study plan or research proposal; graduate recommendation letters; supervisor or pre-admission letter when required. Some systems send referees a private submission link.
  • Additional requirements: CSCA results for applicable undergraduate routes; portfolio for relevant arts programs; medical form, police clearance, financial guarantee or guardian documents when listed. Check validity periods before arranging time-sensitive documents.

How to fill the university application

Follow the submission method in your programme's notice. The steps below apply when it requires an online form; email and paper applications follow their separate source-linked instructions above.

  1. Open the university link for your degree level. On an admissions website, find the international-student application entry, then register or sign in. Button names vary between systems.
  2. Choose the correct entry year, degree, teaching language and program. Read its requirements before selecting your funding option.
  3. Enter personal information as it appears in your passport. List education and employment dates accurately, and enter a reliable email address.
  4. Complete the study plan and referee fields. Upload each document to its matching slot; enter a CSC application number only if your route asks for one.
  5. Preview the whole application. Follow the fee instructions, submit the form and check that the system acknowledges submission. Saving a draft does not submit it.
How to fill the CSC application
  1. Open the CSC portal below and register or sign in. Complete your personal details before starting the scholarship application.
  2. Select the application category specified in the current scholarship call. Type A commonly uses a dispatching authority and Type B a university; confirm the exact category and agency number in that route's current notice and check the receiving institution displayed by the system.
  3. Select the degree category, teaching language, major and study period specified by the eligible program. Keep these consistent with your university application.
  4. Upload the requested documents, review all fields and submit. Download the completed application form; sign and upload it to the university or dispatching-authority system when instructed.
  5. Save your application number and a copy of the submitted form. If you withdraw to edit, submit again before the deadline and tell the receiving office if it already began reviewing your application.
