How to apply to Ocean University of China

中国海洋大学

Qingdao, Shandong, China

This guide brings together the application routes, published timing, submission methods, scholarship steps, documents, and source links recorded for Ocean University of China. Requirements can differ by degree, program, teaching language, and funding route. The university’s current notice controls the application.

Funding route on this profile

The profile includes CSC-related application guidance for Ocean University of China. Type B participation, eligible programs, and deadlines must be confirmed in the current university call.

Agency number recorded: 10423. Confirm it in the current Type B notice before submitting.

Application fee

The recorded application fee is CNY 400. Ocean University of China's 2026/2027 CSC programme brochures state an application fee (报名费) of 400 RMB in their application-procedure sections. The 'High Level Graduate Student' Program brochure says '缴纳报名费 … 金额:400 元人民币' with payment by bank transfer from the date of publication until 15 February 2026, and the 'Silk Road' Chinese Government Scholarship brochure repeats the same CNY 400 under the heading '1.缴纳报名费 … 2)金额:400 元人民币' with a 15 May 2026 payment deadline and the same bank account (Bank of China Shandong Branch Qingdao Shinan No.2 Sub-Branch, account 226007730053). Both notices state '报名费不予退还' — the application fee is not refundable — and both warn that applicants who fail to pay it will not be considered ('申请材料不全或不支付报名费,将不予受理'). The fee is a separate procedural step from the scholarship coverage, which the same brochures list as tuition waiver, free accommodation, a monthly living stipend and comprehensive medical insurance, so the CNY 400 is an application fee and not tuition or a per-term charge.

Application timing and source scope

Ocean University of China publishes dated 2026/2027 CSC windows as brochures on its School of International Education site, while the CSC index reviewed on 3 October 2026 still lists the recorded 2026/2027 notices; no later CSC call was recovered from that index in this pass. The Chinese Government Scholarship 'High Level Graduate Student' Program brochure, published 30 October 2025, sets the CSC online application deadline at 15 February 2026, with application-fee payment by bank transfer also running to 15 February 2026. The 'Silk Road' Chinese Government Scholarship brochure, published 30 April 2026, sets its CSC online application and bank-transfer fee deadline at 15 May 2026, and is restricted to nationals of Thailand, Vietnam, Malaysia, Indonesia, Brunei, Pakistan, Tanzania and Fiji. The Chinese Government Excellence Scholarship brochure, published 30 October 2025, sets a deadline of 23:59 Beijing time on 31 March 2026 and is applied for directly to the China Scholarship Council under agency code 1563 rather than to OUC. The 2026/2027 Chinese Government Marine Scholarship notice, published 15 December 2025, refers applicants to the High Level Graduate Student Program brochure for its terms and states no separate date. All of these 2026/2027 rounds have closed as of 17 September 2026, and no 2027/2028 notice had been published by that date.

CSC High-Level Postgraduate

The 2026/2027 HLP brochure first requires the non-refundable CNY 400 application fee by bank transfer and emailing its scanned receipt to iec@ouc.edu.cn, then completing the CSC online application by 15 February 2026. Upload CSC form, passport, notarized qualification, transcripts, language proof, a plan exceeding 1,000 characters/words, two academic references, medical and police records, and applicable art/guardian documents. Doctoral plans need a Chinese supervisor’s signature. OUC reviews and interviews candidates; CSC gives final approval and issues electronic admission/JW201. HSK 4>180 or IELTS 5.5/TOEFL 80 and stated equivalents apply. This closed route does not establish 2027 dates.

Document checklist and upload instructions

Use the document list for your exact program. Prepare these common items, then add any scholarship-specific forms:

  • Identity: passport information page and photograph. Copy your name, birth date and passport number exactly into each application.
  • Education: diploma or official expected-graduation certificate, transcripts and any required degree authentication. Include the original language and certified translations where requested.
  • Language: the required HSK, IELTS, TOEFL or accepted alternative. A medium-of-instruction letter replaces a test only if the program allows it.
  • Academic materials: study plan or research proposal; graduate recommendation letters; supervisor or pre-admission letter when required. Some systems send referees a private submission link.
  • Additional requirements: CSCA results for applicable undergraduate routes; portfolio for relevant arts programs; medical form, police clearance, financial guarantee or guardian documents when listed. Check validity periods before arranging time-sensitive documents.

Scan each complete document clearly. Use the file type and size limit shown beside its upload field; combine multi-page documents only where the system permits. Open every uploaded file to check legibility, page order, signatures and stamps. Keep a copy of everything you submit.

Application templates
How to fill the university application

Follow the submission method in your programme's notice. The steps below apply when it requires an online form; email and paper applications follow their separate source-linked instructions above.

  1. Open the university link for your degree level. On an admissions website, find the international-student application entry, then register or sign in. Button names vary between systems.
  2. Choose the correct entry year, degree, teaching language and program. Read its requirements before selecting your funding option.
  3. Enter personal information as it appears in your passport. List education and employment dates accurately, and enter a reliable email address.
  4. Complete the study plan and referee fields. Upload each document to its matching slot; enter a CSC application number only if your route asks for one.
  5. Preview the whole application. Follow the fee instructions, submit the form and check that the system acknowledges submission. Saving a draft does not submit it.
How to fill the CSC application
  1. Open the CSC portal below and register or sign in. Complete your personal details before starting the scholarship application.
  2. Select the application category specified in the current scholarship call. Type A commonly uses a dispatching authority and Type B a university; confirm the exact category and agency number in that route's current notice and check the receiving institution displayed by the system.
  3. Select the degree category, teaching language, major and study period specified by the eligible program. Keep these consistent with your university application.
  4. Upload the requested documents, review all fields and submit. Download the completed application form; sign and upload it to the university or dispatching-authority system when instructed.
  5. Save your application number and a copy of the submitted form. If you withdraw to edit, submit again before the deadline and tell the receiving office if it already began reviewing your application.

University agency number on record: 10423. For Type B, match it to Ocean University of China in CSC. Type A uses your dispatching authority's number instead.
