Funding route on this profile

The profile includes CSC-related application guidance for Qiqihar University. Type B participation, eligible programs, and deadlines must be confirmed in the current university call.

Agency number recorded: 10221. Confirm it in the current Type B notice before submitting.

Application fee

The application-fee status has not been verified for the current route. No application fee is published on any Qiqihar University official page read. The Eurasian Countries scholarship brochure of 4 November 2025 (https://iec.qqhru.edu.cn/info/1086/2003.htm) lists required application materials, the application route through www.campuschina.org, and the university's institution code 10221, but states no application, registration or handling charge. The 中国政府奖学金招生管理办法 of 27 September 2020 and the 来华留学黑龙江省政府奖学金招生管理办法 of 27 September 2020 likewise state no application fee, and the 申请流程, 常用下载, 规章制度, 手续办理, 课程设置 and 短期项目 pages carry none either. The 2021 spring-semester registration notice of 18 March 2021 mentions only that self-funded students pay tuition by Alipay or bank transfer within the first two weeks of term, which is tuition and not an application fee. Because no official notice states a figure and none states that applying is free, the status is recorded as unknown rather than confirmed-free.

Scholarship
The Eurasian Countries International Student Scholarship is established jointly by China's Ministry of Education and Heilongjiang Province to deepen educational exchange with Eurasian countries under the Belt and Road initiative, and Qiqihar University is one of the universities admitting students under it.
Scholarship
The scholarship recruits only full-time master's students on a three-year programme.
Entry requirements
Applicants must be non-Chinese citizens in good physical and mental health from one of 13 named Eurasian countries: Russia, Belarus, Ukraine, Georgia, Armenia, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan, Turkmenistan, Moldova, Azerbaijan and Mongolia.
Age requirement
Master's applicants must hold a bachelor's degree with excellent academic results and be under 35 years old.
Language requirement
Applicants applying for a Chinese-taught programme must reach HSK Level 4; those who already obtained a degree from a Chinese university taught in Chinese are exempt from providing HSK evidence.
Tuition
The scholarship covers tuition, accommodation, a living allowance and comprehensive medical insurance; international travel is the applicant's own expense.
CSC agency number
Applications are submitted through the Chinese Government Scholarship system at www.campuschina.org under programme category "B" using the university's institution code 10221, with the complete application materials delivered to the university's admissions contact by 27 February, a final interview assessment held by 15 March, expert review by the Heilongjiang Provincial Department of Education, and the admitted scholarship list published by the end of July.
Entry requirements
Applicants cannot apply for two types of scholarship inside China at the same time; doing so cancels scholarship eligibility.
Physical examination
The required application materials include the Chinese Government Scholarship application form, passport first page, notarised highest diploma, transcripts from the bachelor's stage onwards, HSK Level 4 or above score report valid for two years, the Foreigner Physical Examination Form, a study or research plan of no fewer than 1,000 words, two recommendation letters from professors or associate professors, pre-admission materials issued by the intended host institution, a valid certificate of no criminal record, and a colour ID photograph of at least 320x240 pixels in JPG format.
Verified fact
Qiqihar University states it does not admit joint-training students, and does not admit students studying their own national language or the language and literature of a third country such as English or French.
Scholarship
The university has run foreign student education for more than 30 years, has been approved by the Ministry of Education as a receiving institution for Chinese Government Scholarship students since 1993, and is also a Heilongjiang Provincial Government Scholarship host institution.
Eurasian scholarship date scope
The 4 November 2025 notice gives recurring dates: submit by 27 February and interview before 15 March. It does not specify the intake year. Confirm the applicable cycle. This named award excludes travel expenses. Source: https://iec.qqhru.edu.cn/info/1086/2003.htm

Published dates and unconfirmed windows

Application timing and source scope

Qiqihar University (齐齐哈尔大学) publishes its dated windows inside individual scholarship notices on its International Education College site (iec.qqhru.edu.cn) rather than as a single self-funded deadline. The dated admission notice retained in this review is 齐齐哈尔大学欧亚国家留学生奖学金项目招生简章 (Qiqihar University Scholarship Program for International Students from Eurasian Countries Admission Brochure), published 4 November 2025, which carries no printed intake year on its face and states deadlines as recurring annual dates. It gives the university-scholarship route as follows: applicants submit complete materials to the university's admissions contact by 27 February each year; the College of International Education reviews materials and the university conducts the final interview assessment before 15 March; successful candidates are forwarded to the Heilongjiang Provincial Department of Education for expert review, and the university publishes the list of admitted scholarship students before the end of July each year, issuing the JW201 form and Letter of Admission at the same time. The 4 November 2025 brochure gives annual February 27 and March 15 stages without expressly naming an intake year. Do not assign them to the 2026/2027 academic year or treat them as a confirmed current closure; no dated 2027/2028 applicant call was verified in the reviewed listings as of 30 September 2026. A separate historical CSC management policy states an annual deadline: 齐齐哈尔大学中国政府奖学金招生管理办法, published 27 September 2020, states at Article 8 that students apply online at www.campuschina.org and submit all application materials to the International Education College admissions contact by 1 April each year, with the university reviewing materials, the college's admissions leadership (party-government joint meeting) deciding the admission list, and the materials then going to the provincial Department of Education for cross-review and on to the China Scholarship Council for approval; that recurring 1 April date belongs to the 2020 management policy and does not establish a dated 2026 CSC stage or current closure. The 2020 notice scopes the university award to Heilongjiang Provincial Government Scholarship for international students (来华留学黑龙江省政府奖学金) with no date of its own, referring applicants to the contacts published on the international-student admissions site, so no provincial-scholarship deadline can be named. No self-funded, tuition-paying admission deadline or early departmental cutoff was found in the international pages reviewed: the recorded review of its international college homepage, 留学齐大, 网上申请, 申请流程, 常用下载 and 公告通知 pages did not establish a dated self-funded window. No dated 2027/2028 intake notice was verified in the reviewed listing as of 30 September 2026. The undated annual stages and historical 2020 policy do not confirm next-cycle dates. The Eurasian scholarship coverage applies only to eligible applicants from named countries and excludes travel costs. Other CSC April 1 timing comes from a 2020 policy; the Silk Road listing is for 2022–23 and does not establish a current call.

Document checklist and upload instructions

Use the document list for your exact program. Prepare these common items, then add any scholarship-specific forms:

  • Identity: passport information page and photograph. Copy your name, birth date and passport number exactly into each application.
  • Education: diploma or official expected-graduation certificate, transcripts and any required degree authentication. Include the original language and certified translations where requested.
  • Language: the required HSK, IELTS, TOEFL or accepted alternative. A medium-of-instruction letter replaces a test only if the program allows it.
  • Academic materials: study plan or research proposal; graduate recommendation letters; supervisor or pre-admission letter when required. Some systems send referees a private submission link.
  • Additional requirements: CSCA results for applicable undergraduate routes; portfolio for relevant arts programs; medical form, police clearance, financial guarantee or guardian documents when listed. Check validity periods before arranging time-sensitive documents.

Scan each complete document clearly. Use the file type and size limit shown beside its upload field; combine multi-page documents only where the system permits. Open every uploaded file to check legibility, page order, signatures and stamps. Keep a copy of everything you submit.

How to fill the university application

Follow the submission method in your programme's notice. The steps below apply when it requires an online form; email and paper applications follow their separate source-linked instructions above.

  1. Open the university link for your degree level. On an admissions website, find the international-student application entry, then register or sign in. Button names vary between systems.
  2. Choose the correct entry year, degree, teaching language and program. Read its requirements before selecting your funding option.
  3. Enter personal information as it appears in your passport. List education and employment dates accurately, and enter a reliable email address.
  4. Complete the study plan and referee fields. Upload each document to its matching slot; enter a CSC application number only if your route asks for one.
  5. Preview the whole application. Follow the fee instructions, submit the form and check that the system acknowledges submission. Saving a draft does not submit it.
How to fill the CSC application
  1. Open the CSC portal below and register or sign in. Complete your personal details before starting the scholarship application.
  2. Select the application category specified in the current scholarship call. Type A commonly uses a dispatching authority and Type B a university; confirm the exact category and agency number in that route's current notice and check the receiving institution displayed by the system.
  3. Select the degree category, teaching language, major and study period specified by the eligible program. Keep these consistent with your university application.
  4. Upload the requested documents, review all fields and submit. Download the completed application form; sign and upload it to the university or dispatching-authority system when instructed.
  5. Save your application number and a copy of the submitted form. If you withdraw to edit, submit again before the deadline and tell the receiving office if it already began reviewing your application.

University agency number on record: 10221. For Type B, match it to Qiqihar University in CSC. Type A uses your dispatching authority's number instead.
