MOFCOM Scholarship: China's Full Ride With Yearly Flights

It's the only major Chinese scholarship that flies you home every year, but it's built for working professionals, not fresh graduates. The MOFCOM scholarship, verified.
1.What is the MOFCOM Scholarship?
An aid program of China's Ministry of Commerce that since 2015 "mainly sponsors young and the middle-aged talents from recipient countries" for postgraduate study (English-taught master's (3 years) and PhD (4 years)), with the China Scholarship Council managing it (official WHUT 2026 notice). It's aimed at "senior government officials, researchers and senior managers from developing countries" (Chinese embassy announcement).
2.What does it cover? (The airfare is the headline)
Per the official notice: tuition, teaching materials and research fees waived; free on-campus accommodation; stipend ¥36,000/year master's (¥3,000/mo) or ¥42,000/year PhD (¥3,500/mo); one-off ¥3,000 resettlement fee; medical insurance; one round-trip international airfare PLUS up to n-1 annual home-visit round trips (n = program years, capped at 3). No other mainstream Chinese scholarship flies you home yearly. Compulsory annual review (WHUT notice).
3.Am I eligible? (This is the filter)
Citizen of a developing country; under 45; at least 3 years of work experience; bachelor's (for master's) / master's (for PhD); English equivalent to IELTS 6.0/TOEFL 80; strict health criteria. Preference goes to "public officials of division level and above... senior management staff... or academic backbones of universities and research institutions" (same official notice). Fresh graduates: this is not your program; see CSC or ANSO instead.
4.How to apply: everything runs through the ECCO
Two tracks, both requiring the Economic and Commercial Counsellor's Office (ECCO) of the Chinese Embassy in your country ("Applications without the recommendation from the ECCO... will not be considered"): (1) MOFCOM direct-recruitment programs: ~40 designated degree programs coordinated by MOFCOM's AIBO academy; apply to the specific program and submit via the embassy (2026 program list); (2) MOFCOM-CSC joint program: register on the CSC portal (Type A, agency number 00010), choose 1 major + 3 of the 26 designated universities; CSC places you (WHUT notice).
5.Deadlines and universities
2026 cycle: ECCO windows ran to ~May 31, 2026 (embassy deadlines vary; one Pacific embassy closed April 30); results ~July–August; September registration. Participating universities include Peking (Public Policy), Tsinghua (IMPA), Renmin, UIBE, Wuhan (International Law), HUST, Xi'an Jiaotong, Central South, Sun Yat-sen, Tongji, Nankai, and ~25 more per the official AIBO list. 6.MOFCOM vs CSC: which one?
Same monthly stipend, but MOFCOM adds airfare + annual home flights + resettlement fee, is English-taught by design, and requires the ECCO recommendation + 3 years' work experience with an under-45 cap.
