- From the date of publication of the notice of 7 May 2026 to 22 May 2026 (即日起至2026年5月22日). It funds four-year English-taught doctoral programmes only, in curriculum and teaching theory, educational technology, comparative education, higher education and theoretical economics, under the university's funded project for training high-quality professional teachers for the Belt and Road. Priority countries are Russia, Malaysia, Pakistan, Thailand, Uzbekistan, Ethiopia, Kazakhstan, Ghana, Indonesia and Egypt. Funding is tuition and registration fee waiver, accommodation waiver, comprehensive medical insurance and a living allowance of CNY 3,500 per month.
- Xi'an Municipal Belt and Road Scholarship
- Closing date 25 June 2026 (申请截止时间 2026年6月25日). Established by the Xi'an Municipal Government and funding one year of study only: CNY 25,000 per person for doctoral students, CNY 20,000 for master's students, CNY 15,000 for undergraduates and CNY 1,000 per person per month for Chinese language trainees studying at least six months, capped at ten months. Students must pay tuition, accommodation and insurance at registration, and the award is paid after approval. Applicants must hold the nationality of a Belt and Road partner country, have no other scholarship, and apply through the university's own system at https://snnu.17gz.org/ selecting the Xi'an Municipal Government Scholarship. The university reviews, interviews and assesses applicants before recommending them to the Xi'an Municipal Education Bureau, which issues the final admission list.
- Xi'an Five Central Asian Countries scholarship
- Closing date 25 June 2026, enrolment September 2026, for nationals of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan only. Bachelor's students receive one year of Chinese language preparatory study plus four years of undergraduate study, master's students three years and doctoral students three years. It covers tuition, accommodation, a living allowance, insurance, residence permit fee, medical examination fee, textbook costs and international travel, and the living allowance is paid monthly.

- CSC High-Level Postgraduate Program: HSK Level 4 or above for Chinese-taught programmes and IELTS 6.0 or TOEFL 60 for English-taught programmes. Silk Road Program: IELTS 6.0 or TOEFL 80. Xi'an Municipal Belt and Road Scholarship: HSK Level 4 for the Chinese Language and Literature bachelor's, HSK Level 5 for other humanities majors and HSK Level 4 at application for science, engineering and arts majors; English-taught programmes need IELTS 6.0 or TOEFL 60. Native English speakers are exempt from the English certificate.

- Bachelor's applicants for the Xi'an Municipal Belt and Road Scholarship must submit a China Scholastic Competency Assessment (CSCA) score report. Five Central Asian Countries scholarship applicants must sit the CSCA before entering specialist study after one year of Chinese preparatory language training.
- Financial guarantee
- The Xi'an Municipal Belt and Road Scholarship requires proof of financial guarantee of no less than CNY 40,000 (经济担保证明。金额不少于人民币40000元).
- Dual filing for CSC applicants
- CSC applicants must file in both the Shaanxi Normal University international student online service system at https://snnu.17gz.org/ and the Chinese Government Scholarship Information System at https://studyinchina.csc.edu.cn/ or http://www.campuschina.org under Type B with institution code 10718. The university conducts a first review, an interview and a comprehensive assessment, issues a pre-admission notice to recommended candidates, and the China Scholarship Council then carries out the expert review that determines the final admission list.
- Concurrent scholarship ban
- Chinese Government Scholarship recipients may not hold another scholarship established by a Chinese government at any level or by the admitting institution, excluding one-off incentive awards. Anyone found doing so loses the CSC qualification and must repay the scholarship received, and anyone who deliberately conceals other funding is barred from applying for the CSC for three years.
