CSC Scholarship at Shaanxi Normal University: Application Guide

Official name

Shaanxi Normal University (陕西师范大学), Xi'an, Shaanxi Province. A key university directly under the Ministry of Education and in the first batch of national Double First-Class construction universities, with Chang'an and Yanta campuses; 27 schools and departments, 27 doctoral degree authorisation points, 57 to 60 master's degree authorisation points and 69 undergraduate admissions majors; more than 3,400 staff and over 31,000 students; 13 disciplines in the global top 1% of the ESI rankings. It has recruited international students since 1965 and has trained more than 10,000 from over 120 countries and regions, and it hosts an HSK test centre.

CSC agency code

10718 — stated verbatim in the university's own notice: 「陕西师范大学机构代码：10718，留学项目种类为B」 and repeated in the Silk Road Program notice as 「陕西师范大学机构代码：10718，留学项目种类为B类」. Applicants select programme category Type B in the Chinese Government Scholarship Information System and enter 10718 as the institution code.

Application fee

CNY 400 registration fee (报名费) for degree applicants, visiting students and long-term Chinese language students; CNY 200 for short courses of one to three weeks. The CSC awards waive both tuition and the registration fee (免学费及注册费).

Bachelor's tuition

CNY 16,500 per year (humanities), CNY 18,000 per year (science and engineering) and CNY 32,000 per year (arts); per semester, CNY 9,000, CNY 9,800 and CNY 17,000 respectively.

Master's tuition

CNY 19,800 per year (humanities), CNY 22,000 per year (science and engineering) and CNY 36,000 per year (arts); per semester, CNY 10,000, CNY 12,000 and CNY 19,000 respectively.

Doctoral tuition

CNY 25,000 per year (humanities), CNY 28,000 per year (science and engineering) and CNY 38,000 per year (arts); per semester, CNY 13,000, CNY 15,000 and CNY 20,000 respectively.

Visiting student and language tuition

General visiting students at bachelor's level: CNY 10,000 to CNY 18,000 per year. Senior visiting students at master's level: CNY 13,000 to CNY 21,000 per year. Senior visiting students at doctoral level: CNY 15,000 to CNY 23,000 per year. Long-term Chinese language students: CNY 15,000 per year or CNY 8,000 per semester. Short-term Chinese language courses range from CNY 1,000 for one week to CNY 7,000 for three months.

CSC High-Level Postgraduate deadline

From the date of publication of the notice to 23 February 2026, and applications submitted after that date are treated as invalid (即日起至2026年2月23日（逾期提交的申请将视作无效）). Master's programmes run two or three years, doctoral programmes four years, and students may apply for one year of Chinese language preparatory study for Chinese-taught programmes.

CSC High-Level Postgraduate funding

Tuition and registration fee waived (免学费及注册费); accommodation fee waived (免住宿费); comprehensive medical insurance waived (免综合医疗保险费); and a living allowance of CNY 3,000 per month for master's students and CNY 3,500 per month for doctoral students.

CSC Silk Road Program window and fields

From the date of publication of the notice of 7 May 2026 to 22 May 2026 (即日起至2026年5月22日). It funds four-year English-taught doctoral programmes only, in curriculum and teaching theory, educational technology, comparative education, higher education and theoretical economics, under the university's funded project for training high-quality professional teachers for the Belt and Road. Priority countries are Russia, Malaysia, Pakistan, Thailand, Uzbekistan, Ethiopia, Kazakhstan, Ghana, Indonesia and Egypt. Funding is tuition and registration fee waiver, accommodation waiver, comprehensive medical insurance and a living allowance of CNY 3,500 per month.

Xi'an Municipal Belt and Road Scholarship

Closing date 25 June 2026 (申请截止时间 2026年6月25日). Established by the Xi'an Municipal Government and funding one year of study only: CNY 25,000 per person for doctoral students, CNY 20,000 for master's students, CNY 15,000 for undergraduates and CNY 1,000 per person per month for Chinese language trainees studying at least six months, capped at ten months. Students must pay tuition, accommodation and insurance at registration, and the award is paid after approval. Applicants must hold the nationality of a Belt and Road partner country, have no other scholarship, and apply through the university's own system at https://snnu.17gz.org/ selecting the Xi'an Municipal Government Scholarship. The university reviews, interviews and assesses applicants before recommending them to the Xi'an Municipal Education Bureau, which issues the final admission list.

Xi'an Five Central Asian Countries scholarship

Closing date 25 June 2026, enrolment September 2026, for nationals of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan only. Bachelor's students receive one year of Chinese language preparatory study plus four years of undergraduate study, master's students three years and doctoral students three years. It covers tuition, accommodation, a living allowance, insurance, residence permit fee, medical examination fee, textbook costs and international travel, and the living allowance is paid monthly.

Language requirement

CSC High-Level Postgraduate Program: HSK Level 4 or above for Chinese-taught programmes and IELTS 6.0 or TOEFL 60 for English-taught programmes. Silk Road Program: IELTS 6.0 or TOEFL 80. Xi'an Municipal Belt and Road Scholarship: HSK Level 4 for the Chinese Language and Literature bachelor's, HSK Level 5 for other humanities majors and HSK Level 4 at application for science, engineering and arts majors; English-taught programmes need IELTS 6.0 or TOEFL 60. Native English speakers are exempt from the English certificate.

Age limits

CSC High-Level Postgraduate Program: generally no older than 35 for master's and no older than 40 for doctoral applicants. Xi'an Municipal Belt and Road Scholarship: under 40 for doctoral, under 35 for master's, under 30 for bachelor's and under 45 for non-degree Chinese language study. Five Central Asian Countries scholarship: under 25 for bachelor's, under 35 for master's and under 45 for doctoral applicants. All city-scholarship ages are calculated with 1 September 2026 as the reference date.

CSCA requirement

Bachelor's applicants for the Xi'an Municipal Belt and Road Scholarship must submit a China Scholastic Competency Assessment (CSCA) score report. Five Central Asian Countries scholarship applicants must sit the CSCA before entering specialist study after one year of Chinese preparatory language training.

Financial guarantee

The Xi'an Municipal Belt and Road Scholarship requires proof of financial guarantee of no less than CNY 40,000 (经济担保证明。金额不少于人民币40000元).

Dual filing for CSC applicants

CSC applicants must file in both the Shaanxi Normal University international student online service system at https://snnu.17gz.org/ and the Chinese Government Scholarship Information System at https://studyinchina.csc.edu.cn/ or http://www.campuschina.org under Type B with institution code 10718. The university conducts a first review, an interview and a comprehensive assessment, issues a pre-admission notice to recommended candidates, and the China Scholarship Council then carries out the expert review that determines the final admission list.

Concurrent scholarship ban

Chinese Government Scholarship recipients may not hold another scholarship established by a Chinese government at any level or by the admitting institution, excluding one-off incentive awards. Anyone found doing so loses the CSC qualification and must repay the scholarship received, and anyone who deliberately conceals other funding is barred from applying for the CSC for three years.

Anti-fraud notice

The university states that it has authorised no individual or organisation to recruit students for its scholarship programmes and that all students must submit applications through the official channels only (陕西师范大学没有授权任何个人或机构做奖学金项目招生).

Medical insurance

The CSC awards cover comprehensive medical insurance (免综合医疗保险费). The city of Xi'an's Five Central Asian Countries scholarship covers tuition, accommodation, a living allowance, insurance, residence permit fee, medical examination fee, textbook costs and international travel.

Entry requirements

Language: Chinese-taught programmes: HSK Level 4 or above for the CSC High-Level Postgraduate Program; for the Xi'an Municipal Belt and Road Scholarship, HSK Level 4 for the Chinese Language and Literature bachelor's, HSK Level 5 for other humanities majors and HSK Level 4 at the time of application for science, engineering and arts majors. English-taught programmes require IELTS 6.0 or TOEFL 60 under the city scholarship, and IELTS 6.0 or TOEFL 60 under the CSC High-Level Postgraduate Program (the Silk Road Program requires IELTS 6.0 or TOEFL 80). Native English speakers and applicants whose official language is English are exempt. Applicants who obtained a degree from a Chinese university taught in Chinese need not provide an HSK certificate.. Age: For the CSC High-Level Postgraduate Program a master's applicant must hold a bachelor's degree or equivalent with excellent grades and be generally no older than 35, and a doctoral applicant must hold a master's degree or equivalent with excellent grades and be generally no older than 40. The Xi'an Municipal Belt and Road Scholarship sets no older than 40 for doctoral, no older than 35 for master's, no older than 30 for bachelor's and under 45 for non-degree Chinese language study, all counted from 1 September 2026 as the reference date. The Five Central Asian Countries scholarship sets under 25 for bachelor's, under 35 for master's and under 45 for doctoral applicants on the same 1 September 2026 reference date.
