CSC General Scholar Program: Complete Guide

General scholar is a non-degree student category used within the Chinese Government Scholarship. The current Shanghai government Bilateral Program guide lists general and senior scholars alongside degree students, but applicants use the route to study or conduct research rather than earn a new bachelor's, master's or doctoral degree.

The exact study plan depends on the scholarship notice and host. Central South University's 2026 Bilateral guide describes scholar funding as generally one year and says non-degree programs are usually taught in Chinese, with some majors available in English. Do not assume that one university's duration or language applies everywhere.

The national Bilateral Program baseline separates the two categories by education and age. A general scholar applicant should hold at least a high school diploma and generally be under 45. A senior scholar applicant should hold a master's degree or above, or be an associate professor or above, and generally be under 50. Applicants must also be non-Chinese citizens, be in good health and meet the host's academic requirements.

A university can set stricter admission conditions. Northeast Normal University's 2026–2027 Type A guide, for example, repeats the national education and age baseline but adds its own language standards and document rules. Treat the embassy or dispatching-authority notice as the route rule and the host-university notice as the program rule. You must satisfy both.

For a Chinese-taught General Scholar Program, the current national guidance requires HSK Level 3, except when the chosen field is Chinese language. Chinese-taught senior scholars also need HSK Level 3. For a program taught in another language, the target university sets the evidence, which may include IELTS, TOEFL or another accepted qualification.

The national level is not an automatic admission threshold at every university. Northeast Normal University's current Type A guide asks Chinese-taught applicants for HSK Level 5 with at least 180 points, while its English-taught route lists TOEFL 80, IELTS 6.0, native or official English, or a prior English-medium degree. Beijing Language and Culture University's 2026 Type A guide uses the national HSK Level 3 baseline for Chinese-taught general and senior scholars but still requires applicants to meet BLCU's academic and language conditions.

Duration and coverage depend on the named program. Central South University's 2026 Bilateral notice describes scholar awards as generally one year. Its full-scholarship package covers tuition, accommodation, medical insurance and a monthly living allowance of CNY 3,000 for general scholars or CNY 3,500 for senior scholars. The same notice says a partial scholarship covers only some items.

International travel is route-specific. The Chinese Embassy in the Bahamas 2026–2027 notice offered one Bilateral place that included international travel and three Unilateral places that did not. That country example does not create a universal airfare benefit. Read the coverage section in your own current notice before budgeting.

For the Bilateral Program, start with the dispatching authority or Chinese embassy named for your country. Confirm that general scholars are accepted in that cycle, then identify a host and non-degree study or research plan. Seek the admission material required by the route, such as a pre-admission notice or invitation letter, and complete the Chinese Government Scholarship Information System using the Program Category and Agency Number issued for your application channel.

Host procedures differ. BLCU's 2026 guide asks applicants to email its listed materials for a pre-admission letter before approaching the home-country receiving agency. Central South University asks candidates to apply to the dispatching authority, request university pre-admission, complete the scholarship system and return the full file to the dispatching authority. Use the CSC agency-number guide to understand the routing field, but copy the actual code only from the authority handling your current application.

Deadlines are also country-specific. The Bahamas and Dominican Republic closed their 2026–2027 online applications on February 14 and February 25, 2026, respectively. Those dates are expired examples, not forecasts for the next cycle. Wait for the new notice from your own receiving authority.

The current national checklist includes the scholarship form, passport page, highest diploma or current-student evidence, transcripts, language evidence, university admission material, a study or research plan, and other route-specific files. The Shanghai government guide sets a minimum of 500 words for a scholar study or research plan. Applicants planning to study for more than six months also submit the Foreigner Physical Examination Form, and the guide asks for a recent no-criminal-record certificate.

Recommendation rules differ by category. The national guide and Central South University's 2026 notice require two professor or associate-professor letters for senior scholars, while they do not state the same universal requirement for general scholars. A host can add material. Check both current lists and use the CSC scholarship application-form guide to keep the system fields consistent with the documents you submit.

No. General scholar and senior scholar are student categories that appear in more than one Chinese Government Scholarship program. In the Bilateral Program, applicants normally work through a home-country dispatching authority under Type A. China Link is a separate short-term research and exchange program with its own partner-university and host-admission rules.

Shanghai International Studies University's 2026 China Link guide limits its route to eligible full-time students or academic staff at CSC partner universities, offers 1–12 months of study, and excludes Chinese-language study. By contrast, the Chinese Embassy in the Dominican Republic's 2026–2027 Bilateral notice expressly included short-term Chinese-language study and exempted general scholars in that field from the HSK Level 3 rule. Use the China Link guide if that separate exchange route matches your status.

Write down the exact scholarship program, student category, receiving authority, host university, field, teaching language, duration and funding items. Confirm the age and education rule, language evidence, admission material, Program Category, Agency Number, deadline and document list from current official notices. Keep Bilateral, China Link and university-specific requirements in separate columns so rules from one route do not enter another application.
