Living in Hangzhou as an International Student (Costs)

Zhejiang University is a C9-level option and hosts CSC Type B students (ZJU international college). Hangzhou Normal University, Zhejiang Gongshang, ZUST, Hangzhou Dianzi, and the China Academy of Art also take international students and most participate in CSC.

Profiles worth checking first include Zhejiang University, Hangzhou Normal, and the university directory.

Crowdsourced city data from Numbeo for April 2026 puts a single person at around ¥3,900 per month excluding rent. A cheap restaurant meal is around ¥15 to ¥50, a cappuccino around ¥24, 10GB+ phone plans around ¥70, and cinema around ¥50 (Numbeo Hangzhou).

In student life, a more realistic budget is a canteen-heavy food plan around ¥8 to ¥15 per meal.

An often realistic dorm-based student month is:

¥1,000 to ¥1,500 for food + transport ¥100 to ¥150 + phone ¥50 to ¥70 + fun ¥200 to ¥400,

so about ¥1,400 to ¥2,100 per month. That is within the bachelor's CSC stipend of ¥2,500, with room at the master's and doctoral stipend levels.

Hangzhou has a wide spread in campus housing costs. Zhejiang University official rates list a Zijingang single room at roughly ¥80 a day, or about ¥24,000 per academic year. A ZJU twin room is listed around ¥120 per day per room, or roughly ¥18,000 per person a year (official accommodation page).

By comparison, ZUST lists a double room at ¥600 per month and a single at ¥1,200 (official fees).

Off-campus options on Numbeo show a 1-bedroom near but outside the center at ¥1,500 to ¥3,300, and a share in a 3-person room around ¥1,200 to ¥2,000 (estimate).

Rule: confirm your university's exact dorm rate before budgeting. "Hangzhou" is not one number.

Hangzhou Metro has 12 lines with around 516 km, and fares are around ¥2 to ¥9 by distance (TravelChinaGuide). The Hangzhou Tong card has around a 9% discount.

The public bike system is a useful daily saver. First-hour rides are free, and there are 5,500+ stations. Overseas users can now skip the deposit in many areas (Hangzhou News).

Dockless bikes from Meituan and HelloBike are usually around ¥1.5 to ¥2 per half hour. The city's 50% student metro discount applies to primary and secondary students, not as a reliable default for international university students.

West Lake is a permanent lifestyle center, is UNESCO-listed, and is a major tourism and quality of life symbol.

The tech ecosystem is a practical reason students choose this city. Alibaba, Ant Group, NetEase, Geely, and DeepSeek are all part of the Hangzhou economy context, along with other firms described in the "six little dragons" framing.

There is dedicated internships and employment support for international students at ZJU. Climate is humid subtropical, with steamy 33 to 40°C July and August and damp winter ranges around 0 to 12°C.

The 2022 MOE policy sets degree student work limits around a maximum of 8 hours per week, 40 hours per month in term, and 16 hours per week / 80 hours in vacations when authorized. Off-campus roles need at least one year of enrollment, university filing, and work-study annotation on the residence permit within about 10 days. Without that annotation, the work condition is not legal (MOE policy).

The Hangzhou Government Scholarship is typically ¥6,000 to ¥30,000 per year by level, runs around January to May, and is usually not stackable with other government scholarships (official city portal). Candidates can also review Zhejiang-level provincial options while planning university fees.
