CSC Scholarship at Shanghai Ocean University: Application Guide

Scope: Scholarships, the CSC agency code, dated application windows, the application fee and the tuition schedule published by Shanghai Ocean University for its 2026 international student intake, from the university's own International Exchange Office site at ieo.shou.edu.cn.. CSC agency code

Shanghai Ocean University's agency code is 10264. The 2026 CSC High-level Postgraduate guide states 'SHOU Agency Code: 10264' in its application procedure, and the 2026 Degree Programs Prospectus repeats 'SHOU Agency code: 10264'.

CSC High-level Postgraduate deadline

The CSC High Level Postgraduate Program (CSC Category Type-B) application deadline for the 2026 intake was 1 February 2026. The guide's step 1 runs 'Now–February 1st, 2026' for individual application to SHOU, and the prospectus states 'Master/Doctoral Program Scholarship Application Deadline: February 1st each year'.

CSC High-level Postgraduate coverage

Historical 2026 CSC High-Level Postgraduate award, for master’s/doctoral applicants only: tuition, double-room accommodation, comprehensive medical insurance and monthly stipend of CNY 3,000 master’s / CNY 3,500 doctoral. The general CSC bachelor rate is not an offer under this postgraduate call.

CSC High-level Postgraduate timeline after the deadline

Applicants who pass the university review receive a pre-admission letter by 15 March 2026; SHOU selects, publicises and recommends candidates to the China Scholarship Council between 15 and 30 March 2026; CSC expert review runs April to June; final admission results are announced July to August; and enrolment takes place from the end of August to the beginning of September.

Shanghai Government Scholarship windows

Three separate 2026 intake windows: the 1+4 Bachelor Chinese Language Preparatory Program Scholarship ran from 1 October 2025 to 30 April 2026; the bachelor degree programme scholarship ran from 1 October 2025 to 30 May 2026; and the graduate programme scholarship ran from 1 October 2025 to 1 February 2026.

Shanghai Government Scholarship coverage

SGS Type A covers tuition, double-room accommodation expenses, medical insurance and a stipend during the study period. SGS Type B covers tuition and medical insurance only. There is also a 1+4 Bachelor Chinese Language Preparatory Program Scholarship for bachelor candidates holding HSK 3, giving one year of preparatory study with fee waiver or scholarship terms based on pre-admission interview and comprehensive evaluation, with the bachelor-stage scholarship then awarded on preparatory academic performance. Per the prospectus the SGS stipend is CNY 2,500 per month for bachelor's students, CNY 3,000 per month for master's students and CNY 3,500 per month for doctoral students.

Self-funded deadline

Recorded 2026 prospectus/notice: The self-funded programme application deadline is 30 May each year, stated in the prospectus Application Deadline section as 'Self-Funded Program: May 30th'.

Application fee

The application fee is CNY 400. The prospectus Fees table lists 'Application Fee (In CNY) 400' across the bachelor, master and doctoral programmes, and the CSC High-level Postgraduate guide's step 2 instructs applicants to 'Pay application fee of RMB 400 online or by transfer. The application fee is non-refundable if paid.' The same table separately lists an insurance fee of CNY 400 per semester or CNY 800 per year, which is a medical insurance charge and not part of the application fee.

Tuition per year

Bachelor degree programmes: CNY 20,000 per year Chinese-taught and CNY 32,000 per year English-taught. Master's degree programmes: CNY 25,000 per year Chinese-taught and CNY 31,000 per year English-taught. Doctoral degree programmes: CNY 28,000 per year Chinese-taught and CNY 35,000 per year English-taught. These are annual tuition charges from the prospectus Fees table and are never an application fee.

University President Scholarship

SHOU provides its own Shanghai Ocean University Presidents Scholarship (SHOU-PS) for students pursuing degree programmes. SHOU-PS Type A covers tuition, double-room accommodation expenses, medical insurance and a stipend of CNY 500 per month for bachelor's students, CNY 800 per month for master's students and CNY 1,000 per month for doctoral students. SHOU-PS Type A minus covers tuition, double-room accommodation expenses and medical insurance with no stipend. SHOU-PS Type B covers 50% of tuition, double-room accommodation expenses and medical insurance. SHOU-PS Type C covers 50% of tuition only.

International Chinese Language Teachers Scholarship and CSC Type A route

The prospectus records that as a member of the national Double First-Class initiative SHOU regularly accepts international students awarded the Chinese Government Scholarship (CSC) or the Shanghai Government Scholarship, and additionally provides its own University President Scholarship. For CSC Type A (Bilateral Program) applicants apply directly to the designated institutions or the Chinese Embassy in their country with their agency code, and a pre-admission letter may be applied for at SHOU.

Application portal and dual application

Recorded 2026 prospectus/notice: Applicants must apply at SHOU's online application system, www.gjxssqxt.cn, and CSC scholarship applicants must also register and submit the application form at www.campuschina.org. The university shortlists candidates, issues the pre-admission letter and recommends selected candidates to the CSC council, which issues the final scholarship result.

Eligibility ages and academic bar

Recorded 2026 prospectus/notice: Bachelor's applicants must hold a high school degree or above and be no more than 25 years old; master's applicants a bachelor's degree or above and be no more than 30; doctoral applicants a master's degree or above and be no more than 35. Outstanding academic performance is required, with GPA above 3.0 for the CSC High-level Postgraduate Program, and doctoral applicants must additionally have research experience and achievements and have published at least one scientific paper.

Supervisor requirement

Recorded 2026 prospectus/notice: Master's and doctoral applicants must check the supervisor list, contact a potential supervisor and obtain approval before applying, then discuss the research plan with the SHOU supervisor and have the research proposal signed, because the research proposal and study plan are the core material for scholarship evaluation. Per the prospectus, for master's and doctoral programmes applicants must find a supervisor willing to instruct them before application.

Language requirements

Recorded 2026 prospectus/notice: Chinese-taught programmes require an HSK certificate obtained within the last two years: HSK 4 above 180 for bachelor programmes and HSK 5 above 180 for master's and doctoral programmes. Applying for Chinese language courses alongside an undergraduate programme requires HSK Level 3, and alongside a master's or doctoral programme requires HSK Level 4. English-taught programmes require IELTS 6.0 or TOEFL iBT 80 or above. HSK 3 refers to the undergraduate Chinese-language preparatory combination, not direct bachelor entry.

CSCA requirement

Recorded 2026 prospectus/notice: Bachelor applicants must have a China Scholastic Competency Assessment (CSCA) test result, with the required test subjects varying by programme. Applicants track their application status through the registered email or the SHOU Online Application System.

Enrolment documents

Recorded 2026 prospectus/notice: Admitted students download and print the electronic Admission Notice and the Confirmation Form for Study in China (JW202), and must report to campus and register by the date on the Admission Notice. Original diploma and degree certificates are verified at registration, and applicants who have not obtained the required certificates by 1 September 2026 have their admission qualification revoked. The passport validity period must be after 1 March 2027.
