Which Countries Are Eligible for CSC Scholarship?

CSC has no single country list that controls every route. Check the citizenship baseline, then the current notice for your country, university or special program.
1.Can applicants from every country apply for CSC?
There is no single country list that makes every applicant eligible for every Chinese Government Scholarship route. The current national overview says applicants must be citizens of a country other than the People's Republic of China, but it also separates Bilateral, University, designated and exchange programs, each with its own receiving authority and conditions (Shanghai government CGS overview).
Treat non-Chinese citizenship as a baseline, not as proof that a particular route is open. Your country, university or named program must still have a current notice that accepts your application.
2.How does Type A country eligibility work?
Type A Bilateral Programs operate under educational cooperation agreements or other arrangements between China and foreign governments or institutions. Applicants use the dispatching authority in their home country and follow its current notice, nomination process and deadline (2026 Bilateral Program guide).
A notice for one country does not open the same route to everyone. For example, the Chinese Embassy in the United States' 2026/2027 call states that the embassy processes applications from U.S. citizens. Use the CSC Path country guides to locate possible authorities, then confirm the current call on the authority's own website.
3.Is Type B open to all non-Chinese citizens?
Many University Program notices use non-Chinese citizenship as the nationality baseline. Fudan University's 2026 Type B notice does so for its master's and doctoral route. That does not make every Type B intake universal.
Chang'an University's 2026/2027 notice shows why the current university page controls: its first batch states that there is no limitation of nationalities, while its second batch limits applicants to ten named nationalities and five majors. Check the exact batch, degree and program before submitting.
4.Why do some CSC programs have a shorter country list?
Designated and themed programs can add a geographic condition. Beihang University's 2026 Belt and Road Program is intended for students from Belt and Road countries and limits applications to specified postgraduate majors. Its general eligibility line still requires citizenship outside China, but that baseline does not remove the program's narrower scope.
Read the named program notice rather than borrowing the rules from a general Type B page. A correct university agency number also does not prove country eligibility; the CSC agency-number guide explains how to match the code to the controlling route.
5.Does nationality alone make someone eligible?
No. Current guidance also applies degree, age, health, language and university admission conditions. The national 2026 overview lists different education and age rules for undergraduates, master's students, doctoral students, general scholars and senior scholars, and it requires applicants to meet the chosen university's academic and language standards.
Route notices may add further restrictions. Central South University's 2026 Bilateral Program guide requires non-Chinese citizenship, good health and the relevant degree and age conditions. Meeting the nationality rule is only one part of the eligibility review.
6.How do you verify whether your country is eligible?
Start with the current official notice for the route you intend to use. For Type A, check the Chinese embassy, ministry or dispatching authority serving your country. For Type B, check the international admissions page of the receiving university. For a designated program, check the named university or international organization.
Confirm the intake year, accepted nationalities, degree level, major, Program Category, agency number, deadline and receiving system on the same notice. The CSC application-form guide shows how those route details fit into the online form. Do not rely on an old country list, an agent's spreadsheet or another university's rules.
7.What if your country has no current Type A notice?
An absent Type A call does not by itself prove that every CSC option is closed. Check current Type B university notices and any designated program for which you meet the stated nationality and academic conditions. Do not select Type A, reuse another country's agency number or assume a previous year's call remains active without confirmation from the responsible authority.
