CSC Study Plan: Structure, Word Count & What Reviewers Want

The official minimum is 800 words for postgraduates. Here is a practical, section-by-section structure for writing a specific plan instead of copying a generic template.
1.The official requirements (start here)
CSC's document rules set minimum lengths: ≥200 words (bachelor's), ≥500 (non-degree), ≥800 (postgraduate) study plan or research proposal, written in Chinese or English, verified in official embassy notices and dispatching-authority pages (e.g. HEC Pakistan's requirements). Treat the published minimum as a floor and follow any longer university- or program-specific requirement. When no other length is stated, 1,000–1,500 words is a practical editorial range for a postgraduate plan, not an official CSC target.
2.The structure that works (master's/PhD)
A useful six-section outline is: (1) Background & motivation (~150 words): the specific problem, not your life story; (2) Research question/objectives (~150): one primary question and 2-3 sub-objectives; (3) Literature context (~200): real references showing you know the field's current state; (4) Methodology (~300): proposed methods, data, experiments, and a timeline; (5) Why this university and supervisor (~150): explain the documented fit with the professor, lab, facilities, or dataset; (6) After the degree (~100): describe a credible use for the training. Adapt the headings and lengths to your discipline and the university's instructions. Bachelor's plans can use: motivation → intended major and why → study goals by year → career plan.
3.What a strong plan demonstrates
A useful plan is specific enough for a university to assess. Connect your proposed work to the target program or supervisor's published research where relevant (professor outreach guide); include a feasible timeline; and explain why the selected institution has the right academic fit. Mention a priority field only when it genuinely matches your background and the current program description (for example, see the Silk Road program's stated priorities).
4.The mistakes that sink plans
Avoid copying templates; praising China generically instead of engaging a research topic; promising unrealistic outcomes; ignoring the published word-count floor; or submitting the same plan to multiple universities with only the name swapped. Use accurate citations and original writing: plagiarism or misrepresentation can lead to rejection or other action under the receiving institution's rules.
5.Practical workflow (one week, honestly)
Day 1: pick the research question + collect 6 papers. Day 2-3: draft sections 1-4. Day 4: research the specific supervisor/lab and write section 5. Day 5: timeline + future section.
