English-Taught MBBS in China: The Official MOE List Rules

How to use the official 2023-24 MOE list without mistaking it for a current intake notice, plus checks for fees, recognition and funding.
1.The rule that decides everything: the MOE list
China's Ministry of Education authorizes a fixed list of universities for English-taught undergraduate clinical medicine. The most recent verifiable edition in this queue (2023-24) lists 44 universities with 3,048 total seats (official MOE notice; full annex with quotas).
The core rule is direct: non-listed universities may not enroll international students in English-taught undergraduate clinical medicine, and they may not issue English degree certificates containing the word "MBBS." Bilingual teaching workarounds are explicitly banned. If you see claims of a 2026 list, ask for an official source link before trusting it.
2.Who is on the list, the names applicants ask about
The 44 include Jilin, China Medical, Dalian Medical, Capital Medical, Tianjin Medical, Shandong, Fudan, Nanjing Medical, Jiangsu, Wenzhou Medical with 150 seats, Zhejiang, Wuhan, HUST, Xi'an Jiaotong, Southern Medical, Jinan, Guangxi Medical, Sichuan, Chongqing Medical, Harbin Medical, Qingdao, Hebei Medical, Tongji, Southeast, Soochow, Ningbo, Fujian Medical, Anhui Medical, Xuzhou Medical, Zhengzhou, Guangzhou Medical, Shantou, Kunming Medical, Xiamen and others (official annex).
The annex records the quota for that historical academic year. It does not establish a current quota, deadline, or chance of admission.
3.Verified fees and admission requirements
Official examples in this queue:
- Guangzhou Medical: ¥40,000/year, IELTS at least 6.0, NEET at least 300 for Indian applicants (official brochure)
- Jiangsu University: ¥34,000/year, IELTS above 6.0, CSCA, and HSK4 required before graduation (official)
- Nanjing Medical: ¥34,000/year (official)
- Wenzhou Medical: ¥33,000/year (official)
Typical range: ¥33,000 to ¥42,000 per year. Program structure is still six years, with a one-year internship.
4.Does CSC fund English-taught MBBS?
Do not infer funding from the university's presence on the historical MOE list. Current scholarship eligibility is route-, university-, program-, and cycle-specific.
For example, Central South University's published Type A information describes undergraduate study as Chinese taught (official university page), while Jiangsu University's CSC page limits its stated Type B route to master's and doctoral applicants (official university page). Those examples do not prove a universal rule for every scholarship channel.
Require a current written notice that names the exact English-taught MBBS program and funding category. If it does not, plan as self-funded and verify any university or provincial award separately.
5.Recognition rules that follow you home
India's NMC rules page publishes the Foreign Medical Graduate Licentiate Regulations 2021 and later FAQs. Cohort dates and later clarifications matter, so compare your planned program with the current NMC material before enrolling.
Pakistan applicants should check the exact program and cohort with PM&DC. For the US pathway, the 2026 ECFMG requirements require an ECFMG Sponsor Note on the medical school's World Directory listing that covers the relevant graduation year. The World Directory itself does not recognize or accredit schools.

6.How to verify before you pay anyone
Use a simple sequence:
1. Verify the university on the official MOE list annex. 2. Confirm this year's intake on the university's own .edu.cn admission page. 3. Treat "guaranteed CSC MBBS" claims as a possible scam signal (scam proof). 4. Confirm your home country's medical-recognition rules before committing, not after.
