Application fees of ¥400-800 per university add up fast when you apply to three. We verified which universities charge nothing, and which waive fees for scholarship applicants.
1.Universities with NO application fee (verified on official pages)
University of Science and Technology of China (USTC) is the standout: its official FAQ answers the fee question flatly: "No, there is no application fee" for international undergraduate applicants (official FAQ). A C9 elite university with zero application cost; combined with the USTC Fellowship (tuition + stipend tiers), it's one of the best free bets in China (university scholarships guide).
2.Universities that WAIVE the fee for scholarship applicants (verified)
Beijing Language and Culture University: "Applicants for the Pre-admission Letter are exempt from the application fee" under CSC Type A (official 2026 guide). UCAS (University of Chinese Academy of Sciences): the standard ¥600 fee is waived for CAS-ANSO, CSC, and UCAS-scholarship applicants (official call). China University of Petroleum (Beijing): CSC Type A applicants "do not need to pay the application fee" (official notice). Heilongjiang University: its IICE scholarship tiers all include the application fee (official). Guangxi University: state-funded and exchange students exempt; self-funded pay only ~¥200 (official FAQ PDF; older document, re-confirm). Also frequently reported fee-free but NOT verifiable on their JS-rendered sites: Westlake University (PhD), SUSTech, ShanghaiTech; ask their admissions directly.
3.What everyone else charges (for budgeting)
Verified fee points: Tsinghua ¥800 (non-refundable, and "cannot be covered by the Chinese Government Scholarship"; official); Zhejiang University ¥800; UCAS ¥600; NPU ¥600 (official); Guangdong University of Finance & Economics ¥500 (official); ZJUT ¥400 (official). Realistic range: ¥400–800 per application; provincial universities sometimes less. Applying to 3 universities ≈ ¥1,200–2,400, so plan for it (full costs guide).
4.Fee rules that catch people
Applications are NOT processed without payment (Tsinghua: "without application fee payment will not be processed"; Zhejiang: unpaid = "considered invalid"); fees are non-refundable regardless of outcome; pay only on the university's own official payment page; anyone else asking for an "application fee" by chat or bank transfer is a scam (scam guide).
5.Strategy: build a fee-efficient application list
A rational 3-university list can cost almost nothing: USTC (¥0) + a Type A pre-admission at BLCU (¥0) + one paid target (¥400–800).
