University Scholarships in China: The Third Funding Layer

Layer 1: national (CSC/CGS, MOFCOM, ANSO). Layer 2: provincial/municipal (Jasmine Jiangsu, Shanghai, Beijing, Guangxi). Layer 3 (this post): the university's own scholarships, funded from its budget and awarded during admission. They're the least competitive because most applicants never apply, and several are surprisingly rich.

USTC Fellowship (Hefei, C9): Level A = tuition waiver + medical insurance + ¥2,500/month stipend + accommodation subsidy; Level B = tuition waiver; apply by ticking the fellowship option in the USTC application (window ran November 14 – March 31) (official). NPU Presidential Scholarship (Xi'an): 1st prize = 100% tuition + accommodation + ¥1,500 × 12 months; requires average grades ≥75%, CSCA, HSK5 or IELTS 6.0/TOEFL 80; early applicants prioritized across 4 batches November–May (official); it's stackable in the same pool as the Xi'an City Belt & Road award (Silk Road guide).

Xiamen University New International Students Scholarships: master's 1st-class = tuition + ¥3,000/month (3 awards), PhD 1st-class = tuition + ¥3,500/month (3); 2nd-class = tuition; upload the scholarship form with your XMU application, December 1 – April 10 (official). ZJUT Scholarship (Hangzhou): Excellence = full-duration tuition; Merit = 1 year; select "Yes" to the scholarship question when applying, decision arrives with the pre-admission letter, deadline ~end of May (official). Heilongjiang University IICE Scholarship (Harbin): 1st class = application fee + tuition + accommodation; tiers down to 10% tuition; email application by June 5 (official).

Guangdong Government Outstanding International Student Scholarship (applied via universities like GDUFE): ¥10,000 one-time award, submitted together with the admission application by June 1 (official). Southwest University New Silk Road (Chongqing): tuition + ¥1,100–1,700/month for Belt & Road citizens, apply Jan 1–Jun 15 (official).

1. When filling a university's admission application, look for the scholarship checkbox/section; most awards are decided from the same application. 2. Apply EARLY: several (NPU explicitly) prioritize early batches. 3. Meet the paperwork: some require CSCA (undergraduates) or a separate one-page scholarship form. 4. Never assume stacking: most ban holding another Chinese government scholarship, but a few city+university combos coexist; ask the international office in writing. 5. Grades matter: annual reviews are standard; awards renew only with performance.

Apply top-down in one season: CSC Type B (full ride) → your province/city award (SGS/Jasmine/Guangxi) → the university's own scholarship (tick the box regardless; it's your safety net) → self-funded with a freshman tuition waiver.
