Quick answer

Shandong universities publish different scholarship routes and terms. Compare current host examples, closed 2026 dates, coverage, eligibility, and next steps.

1.Is the Shandong Government Scholarship open now?

There is no single province-wide application window that applicants can safely use for every university. The current University of Jinan scholarship page gives a June 10 deadline, while Shandong University of Finance and Economics set May 31, 2026 as the deadline for its 2026 international postgraduate admissions brochure (University of Jinan scholarship page; SDUFE 2026 postgraduate brochure). Those dates have passed.

Another current host uses a different sequence. Shandong University of Traditional Chinese Medicine's 2026 guide says scholarship applications are submitted after registration from September to October, based on the annual notice and a comprehensive evaluation (SDUTCM 2026 admissions guide). As of September 10, 2026, do not treat one host's date as a provincial deadline or assume that every award is open to new applicants.

2.Is the Shandong scholarship the same as CSC?

No. The Shandong Provincial Government Scholarship for International Students is a provincial award administered through participating universities. It is separate from the Chinese Government Scholarship administered through the China Scholarship Council.

The current University of Jinan page directs applicants to the university's own admissions system and says the university reviews applications before recording recipients with the Shandong Provincial Department of Education (University of Jinan application and admission process). A CSC Type A or Type B notice may use a different portal, agency number, and review chain. Keep the routes separate and use the two-portal application guide when a host requires more than one system.

3.Who can apply for the Shandong scholarship?

Eligibility depends on the university and award category. In the current University of Jinan route, the scholarship covers bachelor's and master's applicants. Its page sets an age limit of 30 for bachelor's applicants and 35 for master's applicants, and it publishes separate language evidence for Chinese-taught and English-taught programs (University of Jinan eligibility and language rules).

Do not copy those limits to another Shandong university. Shandong Jianzhu University's 2026 international admissions brochure only says that different scholarships, including the provincial award, will be offered to qualified students at different levels; it does not publish one complete provincial eligibility table on the page (Shandong Jianzhu University 2026 brochure). Confirm nationality, degree level, age, academic record, language, current-student status, and any program restriction with the chosen host. The country-eligibility guide explains why nationality rules must also be checked route by route.

4.What does the Shandong scholarship cover?

Coverage is not safely described by one province-wide benefit table. The current University of Jinan page calls its route a full scholarship and lists tuition, on-campus accommodation, comprehensive medical insurance, and a basic living allowance of CNY 1,000 per month for bachelor's students or CNY 1,200 per month for master's students (University of Jinan coverage).

Shandong University of Finance and Economics uses broader categories. Its 2026 postgraduate brochure lists full, partial, and sister-city forms of the Shandong provincial award, without giving one benefit package for all three on that page (SDUFE 2026 scholarship section). Treat every amount and waiver as host-specific until the current scholarship notice states otherwise. Do not infer a stipend, free housing, or full tuition from the scholarship name alone.

5.How do you apply through a Shandong university?

Start with the chosen university's current international admissions and scholarship pages. The University of Jinan route uses its own online application website and requires scholarship materials to be uploaded there. Its current checklist includes passport, academic, health, conduct, language, and degree-specific records, with original documents checked at registration (University of Jinan application checklist).

The workflow can differ elsewhere. Shandong Jianzhu University's 2026 brochure directs applicants to its international-student system and describes document review followed by an online interview for applicants who pass the qualification check (Shandong Jianzhu University process). SDUTCM instead says its listed scholarships are applied for after registration under an annual notice (SDUTCM 2026 scholarship process). Follow the exact host notice rather than combining steps from several universities.

6.Which universities offer the Shandong scholarship?

Current official pages confirm the scholarship at several institutions, but they do not establish a complete applicant-ready list for every degree or intake. The University of Jinan publishes a dedicated scholarship page; Shandong Jianzhu University and Shandong University of Traditional Chinese Medicine include it in their 2026 international admissions guides; and Shandong University of Finance and Economics lists full, partial, and sister-city forms in its 2026 postgraduate brochure (University of Jinan; Shandong Jianzhu University; SDUTCM; SDUFE).

Qingdao University's current 2026 bachelor's admissions page also identifies the Shandong Provincial Government Scholarship in its scholarship section, while Shandong Agriculture and Engineering University's current admissions page links the provincial scholarship alongside its 2026 admission notices (Qingdao University 2026 bachelor's page; SDAEU admissions page). These examples prove institutional involvement, not that every program is open or funded in the next cycle.

7.How should I prepare for the next cycle?

Build a university shortlist first, then watch each host's official international admissions and scholarship pages. For every option, record the award category, eligible degree and program, applicant status, language rule, coverage, deadline, application system, document list, interview or evaluation step, and result channel. Check whether the scholarship is for new applicants, students already registered at the university, or both.

Prepare durable records such as your passport and academic documents, but wait for the new notice before ordering time-limited records or paying for translations and authentication. Use the document authentication guide as a country-specific starting point, then follow the host's current instructions when they differ.

Need a document-by-document check after the new notice is published? The $50 Document Review compares the materials you provide with the current official instructions you identify. It does not contact a university or government office, submit an application, decide eligibility, or guarantee admission or funding.

*CSC Path is an independent educational resource, not affiliated with the People's Government of Shandong Province, any university, or the China Scholarship Council. We do not submit applications, control admission or scholarship decisions, or guarantee admission or funding.*
