CSC Scholarship From Ethiopia: MoE Route & Direct Route

Ethiopia sends one of Africa's biggest CSC cohorts (300+ in a recent cycle), but almost nothing about the process is published online. Here's what's verified, and how to navigate the rest.
1.The scale: Ethiopia is a major CSC country
More than 300 Ethiopian students were admitted for 2024/25 under the Chinese Government Scholarship and MOFCOM Scholarship schemes combined, with the embassy hosting a farewell for ~200 departing students (Xinhua; Ethiopian News Agency). China has offered Ethiopia government scholarships since the 1980s, historically ~130/year with ~70% in engineering (embassy background).
2.Route 1: the Ministry of Education route
Ethiopia's Federal Ministry of Education runs a Scholarship and Internationalization Desk that coordinates Chinese government scholarship nominations with the embassy (Xinhua); the MoE's own tracking documents confirm the umbrella covers "CSC, MOFCOM, and presidential, provincial" categories (MoE document). The honest caveat: no current call, deadline, or agency number is published online; moe.gov.et hosts few scholarship notices and pages disappear. The working approach: contact the MoE Scholarship Desk and the Chinese Embassy in Addis Ababa directly each cycle (from ~November onward), and don't rely on third-party "Ethiopia CSC deadline" posts.
3.Route 2: direct applications (Type B)
Ethiopians can apply straight to Chinese universities via campuschina.org (Type B, the university's agency number) like any nationality, with no ministry involvement. This is the route you fully control: pick universities, get a pre-admission document and professor acceptance (our letters guide), and apply within each university's window (roughly January–April). Bachelor's applicants now also need the CSCA exam (our CSCA guide).
4.Legalizing Ethiopian documents
Ethiopia is not an Apostille Convention member (HCCH table), so: academic credentials are authenticated by the Education and Training Authority (ETA) (neta.gov.et), then legalized by Ethiopia's Ministry of Foreign Affairs, including via the official Digital MoFA e-service (digitalmofa.com), then the Chinese consular step, lodged at the China Visa Application Center, Dream Tower, Addis Ababa (the embassy stopped taking direct applications in March 2023, per the official notice).
5.Visa and Ethiopia-specific pitfalls
X1 applications also go through the Addis CVASC (online form at visaforchina.cn, ADD3), with the admission letter + JW201/JW202. Pitfalls worth knowing: on name format, Ethiopian records use given name + father's name + grandfather's name; keep passport and academic documents consistent, per the MoE's own guidance (MoE form); the CSC registration number is not your university student ID (same source); and MOFCOM scholarships (also big in Ethiopia) run on a separate cycle with different rules, covered in our scholarships overview.
6.Timeline for 2027-28
Pattern-based (Ethiopia's own dates are not published): nomination window ~November 2026–March 2027, results ~May–July 2027, departures August–September (the 2024/25 cohort was farewelled August 15). For the direct route, university deadlines run January–April 2027 and pre-admission outreach starts September–November 2026.
