CSC Scholarship From Pakistan: HEC Route vs Direct Route

Pakistanis have two routes to the CSC scholarship: HEC's nominated bilateral program and direct university applications. Here's exactly how both work, with the official rules.
1.The two routes for Pakistani students
Route 1, HEC (Type A, bilateral): The Chinese Embassy entrusts Pakistan's Higher Education Commission to select and nominate candidates; "the Chinese Embassy does not accept individual application" for the bilateral program (embassy guidance). You apply on BOTH the HEC Scholarship Portal and the CSC portal (campuschina.org) with Program Category Type A and HEC's agency number 5861; missing either portal disqualifies you (HEC how-to-apply).
Route 2, Direct (Type B): apply straight to Chinese universities via campuschina.org with the university's agency number; HEC plays no role (HEC CGSP page). You can pursue both in the same cycle.
2.HEC route: quota, eligibility, and the HAT/USAT gate
2026-27 quota: 75 seats (35 bachelor's, 25 master's, 15 PhD) (HEC official).
Eligibility per HEC: - Pakistani/AJK nationals only (dual nationals are not eligible) - Bachelor's: 12 years education, under 25 - Master's: 16 years education (bachelor's degree), under 35 - PhD: MS/MPhil, under 40 - Degree must be COMPLETE by the closing date (result-awaited students can't apply) - A HAT or USAT score of at least 50/100 is mandatory: no test, no consideration (HAT valid 2 years, USAT 1 year)
3.HEC route: dates and process
Recent pattern: CSC opens the cycle worldwide late October; HEC's call appears ~November; the HEC portal deadline lands December–early January (2025-26: Dec 9, 2024; 2026-27: Jan 5, 2026) (HEC official).
Shortlisted candidates are emailed to submit two spiral-bound sets of attested hardcopies; HEC nominates; the Chinese Embassy and CSC scrutinize; universities place candidates; results land July–August with the admission notice + JW201 downloadable from the CSC system.
For 2027-28 (dates not yet announced): expect the HEC call ~November 2026, which means your HAT/USAT must be done by autumn 2026. Undergraduates additionally need the new CSCA exam (HEC notice; see our CSCA guide).
4.The attestation chain: IBCC → HEC → MOFA
Per MOFA Pakistan's official checklist (mofa sops): Matric/Intermediate (board) certificates are countersigned by IBCC first; university degrees are attested by HEC first (via its online Degree Attestation System); then MOFA attests or apostilles.
Pakistan's MOFA now issues apostilles and lists China among countries accepting them (official list); the Chinese embassy asks for the diploma and police character certificate "apostilled or attested by MOFA" (embassy guidance). MOFA camp offices in Lahore, Karachi, Peshawar and Quetta work like Islamabad.
At the application stage you upload notarized scans; attested/apostilled versions matter for shortlisting hardcopies and the visa.
5.Visa: Gerry's, fees, and the physical exam
Students apply through Gerry's Chinese Visa Application Service Center in Islamabad, Karachi or Lahore by consular district (Punjab applications currently route via Islamabad) (embassy visa instruction, Oct 2024).
Good news: Pakistani ordinary-passport holders are exempt from Chinese visa fees. X1 documents: JW201/JW202 printout, admission letter copy, proof of scholarship or US$2,500/year funds, plus the standard set; processing ~4 working days, no express; fingerprints required for X1.
The physical examination form must be in English with physician signature, hospital stamp and sealed photo, valid 6 months (HEC documents page; our form guide). Practical advice in Pakistan is a government hospital (DHQ/THQ or teaching hospital), which also matches MOFA's rule of attesting only government-hospital medical certificates.
6.Pakistan-specific pitfalls
The 16-year rule: an old 2-year BA/BSc (14 years) does not meet HEC's master's criterion; HEC phased those degrees out in favor of the 4-year BS/Associate Degree path; if you hold BA+MA (14+2), confirm your case with HEC before the deadline.
Incomplete degrees: HEC bars result-awaited applicants even though CSC's own rules accept "prospective graduates" elsewhere; HEC's stricter rule governs the Type A route.
NOC: only required if you're employed (HEC documents).
Dual nationals: barred from the HEC route, but Type B (direct) has no such bar; CSC requires only non-Chinese citizenship.
Study plan: HEC requires minimum 800 words for postgraduate plans.
False information → cancellation and debarment from all future HEC scholarships.
7.Which route should you pick?
Run both. The HEC route adds a nomination layer (75 seats, HAT/USAT gate) but carries embassy weight; Type B lets you target specific universities and professors directly, and a pre-admission letter plus supervisor acceptance dramatically improves either route (our letters guide).
