CSC Scholarship From Nepal: MOEST Route, NOC & Deadlines

Nepal's window is brutally short: about three weeks, and the MBBS mini-window was just TWO days. Miss it and you wait a year. Here's the verified process.
1.Route 1: the MOEST route (Type A)
Nepal's Ministry of Education, Science and Technology (MOEST) Scholarship Branch publishes the call, builds the merit list, and forwards nominations via Nepal's MFA; the Chinese Embassy "does not accept individual applications" for the bilateral program (embassy page). The 2025/26 cycle (fully documented): window December 23, 2024 – January 12, 2025 (~3 weeks); 27 postgraduate seats (agriculture/forestry/vet, IT, engineering, social science, education management, culture) requiring a pass in the relevant Tribhuvan University entrance exam in the latest session, under 35; 40 PhD seats (under 40, brief research proposal); documents include a fee voucher, citizenship copy, TU entrance roll/rank, transcripts from SEE/SLC upward, and a Curriculum Development Centre equivalence letter for foreign transcripts (official notice, reproduced). The 2026/27 call was published December 12, 2025 on moest.gov.np.
2.The MBBS mini-window (blink and it's gone)
The Medical Education Commission ran the 2026/27 China MBBS nomination with 3 seats and an application window of just December 12–14, 2025 at entrance.mec.gov.np, requiring a place on the MECEE-BL merit list, age under 25, HSK3 (obtainable after admission), and NOT already holding a Foreign Study Permit (NOC) or another foreign-scholarship nomination (notice). If you're an MBBS aspirant, follow mec.gov.np from November.
3.Route 2: Type B, the route you control
Direct university applications via campuschina.org (Type B, the university's agency number; e.g. BNU 10027, window November–March, per BNU official) need no MOEST nomination and no TU entrance exam. For most Nepali applicants, Type B plus a pre-admission letter (our letters guide) is the higher-control path; run it in parallel with the MOEST window.
4.The NOC: Nepal's special requirement
MOEST issues the Foreign Study Permit (NOC) via noc.moest.gov.np, which authorizes foreign-exchange remittance for tuition/living costs through Nepali banks. Nuances: the Chinese embassy's X1 document list does NOT include the NOC (it's a Nepal-side requirement), and for the MEC scholarship track, ALREADY holding an NOC disqualifies you from nomination, so time it correctly: NOC after you accept an offer, not before. Consultancy-reported processing: ~3–5 working days, fee ~NPR 2,000 (unofficial figures; confirm on the portal).
5.Legalization + visa from Kathmandu
Nepal is not an Apostille member (HCCH table): notarization → Department of Consular Services, Nepal MFA (Narayanhiti) → Chinese Embassy legalization (embassy procedures). X1 visas: Kathmandu CVASC, 1/F Rising Mall, Durbar Marg: online form, biometrics in person; documents: JW201/JW202 + admission letter (official notice).
6.Pitfalls + 2027-28 timeline
Pitfalls: the ~3-week (or 2-day!) windows; TU entrance-exam prerequisite for MOEST postgraduate seats; foreign transcripts need CDC equivalence; name/DOB mismatches need a district administration office letter; MOEST nomination ≠ award (CSC decides). Timeline projection: MOEST general call ~mid-December 2026 with early-January 2027 close; MEC MBBS mini-window ~December tied to MECEE-BL results; Type B January–April; results by summer 2027. Prepare documents from October 2026 so the short window is a formality.
