Provincial & City Government Scholarships

Many Chinese provinces and cities offer their own government scholarships to attract international students: for example the Beijing Government Scholarship, Shanghai Government Scholarship, Jiangsu Jasmine Scholarship, Zhejiang Government Scholarship, Guangdong Government Scholarship, and city scholarships in Hangzhou, Ningbo, and Yiwu. These range from partial to full tuition awards and are applied for through your host university.

General rules for provincial & city scholarships

  • Provincial scholarships are applied for THROUGH the host university: there is no separate national portal.
  • The host or regional notice controls the deadline; do not infer one from another province or university.
  • Do not claim rolling review or an early-submission advantage unless the current notice says so.
  • Check simultaneous-application, acceptance, and funding-combination rules separately for every award.

Verified provincial & city scholarships

Beijing Government Scholarship (BGS)

Award value:
Tuition-only award. At the standard tuition rates Beijing universities publish, the degree-level awards run from CNY 20,000 per year for bachelor's to CNY 40,000 per year for doctoral study; the non-degree advanced-study and long-term language tier is CNY 10,000 per year. Individual universities publish their own tiers, and Beijing Language and Culture University states that its award covers the first year's tuition only.
Coverage:
Tuition only. The award is a tuition subsidy, split by university into full, half and quarter awards: at Peking University the published table runs from CNY 6,500 (quarter award, bachelor's humanities) to CNY 40,000 (full award, doctoral science) per year. It does not include accommodation, a living allowance or insurance, and it is not the A/B/C structure used by the Shanghai scheme.

Apply through the Beijing university's international students office alongside your admission application.

Shanghai Government Scholarship

Award value:
Two classes. Class A (master's and doctoral only): tuition, accommodation and comprehensive medical insurance for the normal programme length, plus a monthly living allowance of CNY 3,000 for master's and CNY 3,500 for doctoral students from registration. Class B (bachelor's, master's and doctoral): tuition and comprehensive medical insurance only. The amount band published by the municipal standards table is not restated here: confirm it in the current notice.
Coverage:
Class A: tuition + accommodation + comprehensive medical insurance + monthly living allowance. Class B: tuition + comprehensive medical insurance. Neither class covers other living costs. Available at Shanghai universities including Fudan, Shanghai Jiao Tong, and Tongji.
How to apply:
Apply through the host Shanghai university (no separate portal).

Jiangsu Government Scholarship (formerly Jasmine Jiangsu)

Varies by host and program; official 2026 university examples list CNY 50,000–90,000 per year for new degree students
Coverage:
Current values, covered costs, duration, and renewal rules are host- and program-specific. Do not assume an older Jasmine full-package description applies to the current intake.
How to apply:
Choose a university from Jiangsu's official current host list, complete its admission application, and use the provincial system when that university's instructions require it.
